MOE Book Policy

Objectives

The main objectives of this Book Policy are as follows:

  • To ensure easy access to books by all members of the school system, particularly children with special needs and those in depressed communities.
  • To ensure that books are used effectively as instruments of social, cultural and educational development in conformity with the policies and needs of Guyana and the Caribbean.
  • To ensure that the procurement and distribution of text and non-text materials are done in a timely manner to enhance learning objectives.

Sanctions

  • Learners must return books before Progress Reports/Examination Results/Recommendations/References are uplifted.
  • Parents must replace or pay for lost/damaged texts. (The Headteacher is expected to request the cost of the book(s) from the Regional Education Officer/ Distribution Unit.
  • For learners who have left school, the parents must be served with Letters of Notification of Outstanding Texts.
  • Learners who are still in school will not receive another allocation of books unless the previous allotment is returned.

Return of Books

  • Learners must return all books at the end of the school term/year.
  • Teachers must check-off books against the Book Agreement Form and have parents sign Ledger of Textbooks on Loan.
  • Each teacher must submit to the Headteacher, the names of students who are in possession of books (mention of the title must be made). This list will be published at the end of the term/school year.

Regional Audit

The Regional Education Officers and Principal Education Officer must engage the Audit Section to prepare a schedule for audit of schools in their Education Districts.

The Regional Audit Section (in the case of the Administrative Regions) and the Field Audit Section, Ministry of Education, 21, Brickdam (in the case of the Georgetown Education district) shall conduct an audit of schools for the purpose of verification of the self-audit conducted by the respective schools.

Annual Audit

School-Level Audit

The school shall conduct annually a self-audit of textbooks in its custody. This school-based audit is primarily for the purpose of ascertaining the quantity, titles and levels on hand and the number unserviceable and current needs.

The School Record and Documents, pages 103 — 105 clearly outlines this process.
